Policy on Heading the Soccer Ball

UCSL Coaches and Families,

Please see the new policy about Heading the Soccer Ball handed down from NCYSA from USSF:


North Carolina Youth Soccer Policy on Heading.

➢ 12U and younger

• No heading.​ Games and/or Practice

➢ 13U and above

• 30 minutes per week w/ no more than 15-20 headers per player, per week.

• No restrictions on heading in matches.


The Referee Association has been informed of the Policy and they have received their instruction on how to address heading in matches. 

“If a player deliberately heads the ball in a game, an indirect free kick should be awarded to the opposing team from the spot of the offense. If the deliberate header occurs within the goal area, the indirect free kick should be taken on the goal area line parallel to the goal line at the nearest point to where the infringement occurred.”

This policy will be effective beginning with the Fall 2016/17 season.

This will also be the policy for all NCYSA Sanctioned Events. This includes but is not limited to NCYSA League Play and NCYSA Sanctioned Tournaments.

U15/16 Age Group

Fall 2016, UCSL will included U16 players with the U15/16 age division.  With this change, there will be NO PUNTING of the soccer ball from the goalies.  The ball must be thrown or rolled from the goal box.

Score Differential Rule

Coaches and Parents,
Below is the rule for "goal differential" for UCSL for Spring 2013 

Thanks for your cooperation,

  • At no time during the season should a coach run up the score on the other team:  
    • At the time of a 5 goal differential, the winning team must remove the goalie (the goalie can be added back when there is a 3 goal differential) 
    • For each additional goal, a player must be removed from the field with no fewer than 4 players on the field for the team who is leading in goals.
    • 9 goal max score differential (the association is to control)
    • This rule only applies for the U7-U10 age groups. (U12 & above are excluded)



For this purpose, Discrimination will be defined as anyone who offends the dignity of a person or group of persons through contemptuous, discriminatory or denigrating words or actions concerning race, color, language, religion, gender, origin or sexual orientation.

When an allegation of Discrimination is verified by NCYSA the person is automatically suspended until the hearing on the act of Discrimination. The hearing will take place within 30 days of the notice.

Anyone found guilty of discrimination will receive the following suspensions.


1st offense          Minimum 5 matches

2nd offense         180 day suspension        Must complete Diversity training course before re-instatement

3rd offense          1 year Suspension           probation for remainder of Youth Eligibility


ADULTS: Includes but not limited to Coaches, Referees, Spectators

1ST offense         Minimum 90 days

2nd offense         180 day suspension        Must complete Diversity training course before re-instatement

3rd offense          Lifetime Suspension

Scores and Standings

Just a reminder to all coaches, team managers and association heads. ALL scores will need to be reported by the Tuesday following the games that week end. Any team who fails to report scores in a timely manner will not be credited with the game for the standings page.
If only one team has reported by midnight of the Tuesday after the game, that team will be credited with the score and result posted. If neither team submits, neither team will be credited with the game. We are sorry to be so harsh with this but with so many teams submitting scores it is nearly impossible to back up two or three weeks to try and make corrections. The scoring is not automatic, we receive an email with the scores then must manually enter it into the system. We will have well over 500 games scheduled this season, as you can see this is quite a task. 
Also if a score is wrong by say 1 goal in a 5-1 game which should have been 6-1, don't worry about it. As far as standings go you will only be credited with a maximum of 3 goal differential. the other goal is a moot point and doesn't matter.
